Pennsylvania does offer over-the-counter opportunities on properties that did not sell at the tax sale. Pennsylvania counties hold several types of auctions before a property can become Over the Counter. Pennsylvania counties refer to their OTC properties as “Repository” sale inventory. The Repository Sale consists of properties that were not sold at the Judicial Sale. Counties can choose whether to auction their Repository properties or offer them over the counter.
Many counties in Pennsylvania offer their repository properties to the public over the counter. Interested investors can submit sealed bids to the Tax Claim Bureau for approval. Some counties allow bids of any amount to be submitted, regardless of the amount owed. Other counties set a minimum bid amount on repository properties.
The taxing authority has the right to approve or reject any and all bids. Following bid approval, winning investors are mailed a tax deed to the property. Listed below are links to different counties in Pennsylvania that offer OTC opportunities, along with other links that can help in the research. Notes: Adams will accept the highest offer. You must call and speak with them about current offer amount because bid must be at least $100 more. There is also be other fees involved with buying over the offer price. But there could be nice lots on the list.

The minimum bid is $500.00 per parcel or $100.00 per trailer. Municipalities may bid on repository properties located within the municipality with no minimum bid. Municipalities are still responsible for the costs outlined below and must submit costs with the bid. Bids may be submitted to the Bureau office in person or via the U.S. mail with notarized proof of identity in a sealed envelope. All bids must be marked on the outside of the sealed envelope as “Repository Bid” without any notation as to the property being bid on or the bid amount. All funds must be made payable to Clinton County Treasurer in the form of a money order, cashier’s check or other bank certified funds. Cash is also accepted for payment.
